The unsafe and dangerous situation in our building was created by the owners of Apartment 606 back in 2021 when they purchased and then gutted their apartment with no approval of the Board, engineering reports nor building department oversight.
Apt 606 had a permit to reno 2 bathrooms and the kitchen. These photos were taken 10/30/2021. They totally gutted the apartment to the cinderblock. Removed all plumbing, all electrical, all walls, all floors and ceilings. No engineering, no PBSA Board approval and no building inspection.
Apt 606 was given PBSA Board permission to install roof A/C. They were given approval for two penetrations through the new roof. They cut in six holes instead. How much did this compromise the roof?
When is the Board and GRS going to do something about this?
12/01/2021 These are photos of the 6th floor lobby and walkways. This damage was done during the renovation of 606 and will not be corrected until they are completed next year. This needs to be corrected now. Why is the BoD not addressing this mess? We have renters on the 6th floor wondering this. We have several Shareholders asking why this has not been repaired? Since this was written GRS with the help of Steve Pepe have started addressing this mess on April 29,2022
On Saturday November 6, 2021 They carried up bags of concrete in secret to level out the floors.
October 20, 2021, a Schwing concrete pump truck arrived on Saturday morning to pump between 10 and 11 yards of concrete to level the floors in this 6th floor apartment (606). I was asked to investigate what was going on. As for my qualifications to investigate, I managed a concrete pumping concern in the New York City and the Tri-State area. The company I worked for was involved in every major construction job in the City. (New York Times building, WTC, Manhattan Bridge,Con Ed, Yankee Stadium, and the Mets Citi Field Stadium, the MidTown Access tunnel, MTA hub in lower Manhattan, and the Jacobi Hospital, Apartment buildings and schools, to name a few).
I asked Mr. Luttwak if his project was approved by a structural engineer. He assured me it was. I asked if he knew what the weight of 10 or 11 cubic yards of concrete is. He responded the he did not. I explained one yard weighs 4050 pounds, water about 1900 pounds. What he was planning to do was to pump between 40,000-45,000 pounds of concrete or a slurry mix on the floor of a 1957 building with no structural engineering report. I reminded him of the recent collapse the month prior in Miami. He had a crew jackhammering out hurricane proof windows by his front door. I informed him no alteration to the building could be made without a valid building permit for that work being done and a 2/3rds vote of the ownership with Board approval. He complained it would cost him $10,000 to stop the concrete delivery. I explained it would cost him millions of dollars if a law suit was filed following a potential building collapse. I then called the police to stop this dangerous situation. By the time the police arrived, Mr. Luttwak had called off the concrete placement. I believe a disaster was avoided. Subsequently, Mr. Luttwak had workers bring in bagged concrete in secret to get around my protests. Again, no relevant building permits, structural engineering determinations, nor PBSA approvals.
